Position Overview:

Are you a payroll professional with a talent for managing complex processes? Join our team as a Payroll Officer II for a 2-year term and play a key role in our payroll operations.

In this role, you'll oversee the payroll process, including scheduling and monitoring payroll and time and attendance records. Your expertise will ensure accurate financial and payroll account record-keeping, in compliance with collective bargaining agreements and applicable legislation.

Key Duties & Responsibilities:

  • Manages payroll processing for the City of Regina and external organizations, including creating electronic file transfers for net pay, producing cheques, and advices.
  • Handles the preparation, analysis, reconciliation, and remittance of all CRA payroll deductions, deposits, billing authorizations, and journal vouchers for payroll accounts.
  • Reviews exceptions, validates batches, and runs the payroll process, including the bank file.
  • Ensures authorized earnings for all departments, CRA, Service Canada, and financial institutions are accurate, and calculates gross and net pay.
  • Prepares, analyzes, and ensures the accuracy and completeness of various reports for internal and external stakeholders, and as required by legislation and regulations.
  • Serves as a liaison and offers senior payroll support to the payroll branch and departments for all payroll-related issues.
  • Validates and corrects year-end balances of payroll records and reviews data for processing tax slips.
  • Oversees training, training plans, and documentation, and updates processes.
  • Participates in system testing and validation of upgrades and year-end processes.
  • Calculates and verifies pension adjustments, including manual adjustments for LTD pension contributions.
  • Manages entry and adjustments of employee benefits while on approved leave.
  • Maintains filing systems in accordance with branch procedure and corporate records management policies and procedures.
  • Other similar and related duties.

Key Qualifications:

  • Completion of college diploma or university degree, as well as hold the Payroll Compliance Practitioner (PCP) certification.
  • Have a minimum of 18 months payroll experience.
  • Knowledge of payroll principles, policies, procedures, processes, and systems.
  • Knowledge of accounting, office administration processes, and customer/client services
  • Knowledge is gained through on-the-job experience
  • Knowledge of specific work unit as well as the broader divisions/departments/branches
  • Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards
  • Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices
  • Provides internal customer service, trains, troubleshoots, and responds to technical questions
  • Explains and exchange payroll information and process with attention to confidentiality
  • Identifies issues, consults, and follows policies, procedures, and processes
  • Prioritizes and adapts office activities in accordance with daily/weekly/annual schedule within defined timelines/deadlines
  • Triages incoming telephones calls, emails, and in-person queries
  • Provides ideas and suggestions to improve work processes

POSITION SUMMARY

This position offers the opportunity to become a skilled professional driver. Under general supervision, the employee in this position operates a transit vehicle in a safe and courteous manner and provides effective and safe transportation for the citizens of Regina, while providing exemplary customer service.  Employees must be able to meet the physical requirements of the job including, but not limited to, performing the following tasks, which are constant during a normal shift as a Bus Operator:

  • Ability to sit for long periods of time in the driver’s seat while wearing a seat belt.
  • Ability to bend, twist body and to manipulate controls independently or simultaneously at any given time, while wearing a seatbelt in the driver’s seat.
  • Ability to “reach over-head” with both arms to manipulate controls.
  • Constant twisting and neck rotation of different ranges to check mirrors, blind spots etc.
  • Ability to perform required pre-trip inspection, which involves walking, bending, squatting, reaching, twisting body in many different positions.
  • Medium duty lifting while assisting customers with special needs.
  • Constant gripping, pulling and pushing to manipulate control (steering controls, control valves, etc.)
  • Bending, stooping, crouching and twisting in order to keep doorways clear of ice and snow build-up.

Note: Work schedules vary, seven (7) days per week including split shifts, early mornings, evenings, late nights, weekends and holidays. Days off vary.   This is a seniority-based environment where work schedules, days off, vacation and other absences are based on seniority and availability to maintain service levels.

 

Key Qualifications:

  • Communicate clearly and respectfully verbally, in writing and on the two-way radio.
  • Transport passengers on schedule while following all applicable rules and regulations. Assisting passengers with transit information and monitor fares.
  • Ensure passenger safety when boarding, riding, and departing buses.
  • Reports all operational problems, collisions, delays and/or mechanical problems.
  • Navigate a variety of challenging and complex customer interactions respectfully while multi-tasking to always ensure the safety of the passengers.
  • Dealing with difficult or challenging passengers and the general public.
  • Follow defensive driving guidelines and local traffic laws.
  • Contribute to Regina Transits professional image by demonstrating safe, responsible and ethical behavior in all activities.
  • Punctuality when reporting for duty is imperative.
  • Perform required inspection and air brake test of vehicle according to Regina Transit policies and procedures.
  • Perform related duties as required.

Knowledge, Abilities and Skills:

  • Demonstrated initiative, judgement and superior skill in the operation of buses in a wide range of weather and road conditions.
  • Ability to deliver excellent customer service at all times while dealing with situations in a professional manner.
  • Remaining calm and self-controlled when dealing with difficult situations.
  • Co-operate with Transit Supervisors, other City agencies and/or departments to meet customers’ needs.
  • Ability to achieve results while being mindful of a respectful, inclusive and service-minded work environment.
  • Attention to detail and able to adhere to specific procedures/instructions.
  • Knowledge of City of Regina geographic layout (streets, landmarks, places of interest etc). 
  • Map reading skill are essential.
  • Completion of Grade twelve (12), GED or equivalent, including a suitable driving and work history record and demonstrated ability to deal with the public.

SELECTION PROCESS

  • After review of resumes and cover letters, an email will be sent to those candidates we wish to bring forward in the selection process.
  • This email will request that the candidates respond, providing proof of education (diploma, high school transcript or GED certificate, etc.), copy of a recent Driver's Abstract and; if your country of origin is not Canada you will be asked to provide proof of entitlement to work in Canada; citizenship or a permanent resident card.
  • If the documents provided are satisfactory, candidates will be administered Job Suitability test via email.
  • Following Job Suitability tests, select candidates will be requested to attend an in-person interview.
  • Applicants called for an interview will be required to have successfully completed the written portion of the Class 2A Learner’s License and provide verification at the interview. Applicants are advised that SGI has an examination fee.
  • Reference checks will be completed prior to interviews.
  • Following a verbal offer of employment, candidates must provide a clear Criminal Record Check.
  • If all steps in this process are met, the successful candidate will begin the 6 week training program with the City of Regina Transit Department.

Position Summary

The City of Regina is seeking a Utility Billing Clerk to join us for an 18-month opportunity!

Are you detail-oriented and passionate about accuracy? As a Utility Billing Clerk, you'll play a vital role in ensuring our utility bills are processed promptly and precisely. You'll accurately process utility transactions and meter reading/monetary adjustments in the CIS billing system, keeping us on track with our established billing schedule.

Additionally, this temporary position will have the unique opportunity to assist with the City’s AMI Water Meter Upgrade project. You will assist handling outbound and inbound calls to schedule installation appointments, upload letters for soft refusals, manage INFOR tasks by identifying and forwarding them for customer contact, and resolve service requests. Additionally, you will assign urgent field coverage to Water Attendants, Water Ops, and occasionally Locates, along with performing other similar duties as required.

Key Duties & Responsibilities

  • Adheres to billing cycle timelines and adjusts processes as required.
  • Processes and reviews meter readings and adjusts as required.
  • Performs daily upload and download process for regular cycled meter readings, special final readings, electronic payments, and identifies reading errors.
  • Conducts prework and prechecks review.
  • Investigates and follows up on all reading exceptions and errors.

Key Qualifications

Under the supervision of an Aquatic Program Specialist or Aquatic Training Specialist, this position performs responsible lifeguard and/or instructional duties at any City of Regina aquatic facilities. The work assigned involves ensuring the safety of patrons and proper facility usage. This position may be transferred between aquatics facilities and will be required to work non-standard hours.


Typical duties include:

  • Ensures that proper safety procedures are followed an in cases of emergency, performs first aid, water rescues and other lifeguarding skills and techniques as required.
  • Carries out responsible lifeguard and instructional duties and ensures a safe and healthy environment conducive to aquatic enjoyment and education.
  • Participates in mandatory sessional staff training and development programs.
  • Assumes responsibility for individual lesson plans, class attendance, class evaluations, progress cards, and test sheets as required.
  • Enforces swimming pool rules and regulations as outlined by the City of Regina and the Saskatchewan Public Health Act.
  • Assists in cleaning and disinfecting duties, as required.
  • Supervises the activities of the patrons using the facility, in accordance with established policies and procedures.
  • Maintains good public relations with patrons and facility staff.
  • Performs related duties as required.

Experience and Education:

 

  • Experience in dealing with clients at aquatic facilities providing lifeguarding and recognized Lifesaving Swim for Life or equivalent instructional services.
  • A minimum of Grade 10. *Can currently be in progress*


Must possess the following awards and certifications:

Must have the following:

 

  • Lifesaving Society National Lifeguard Service -Pool(NL)
  • Lifesaving Society Swim for Life Instructor Certification; or Swim Transition Instructor Clinic AND Swim Patrol Instructor clinic completed
  • Automated External Defibrillator (AED)
     

At least ONE of the following:
 

  • Canadian Red Cross Standard First Aid & CPR/AED-C
  • St. John Ambulance Standard First Aid & CPR/AED-C
  • Lifesaving Society Aquatic Emergency Care & CPR/AED-C


*Note: All awards must remain current and is required to provide the employer with copies of updated rewards. First Aid, CPR C and AED must be recertified every two (2) years.


Knowledge, Abilities and Skills:

  • Knowledge of the principles, practices and techniques employed in water safety, lifeguarding and instructing.
  • Knowledge of the standard principles and practices of first aid.
  • Knowledge of instructional techniques.
  • Knowledge of the rules, regulations and procedures dealing with swimming pool operation, as outlined by the relevant acts, bylaws, and policies.
  • Ability to receive/implement oral and written instructions.

Apprentice Hourly Rates Y2 – Y4 will be $30.78 - $37.74 (including Market Supplement)

 

This position is responsible for performing highly skilled journeyperson mechanic duties in the Transit Fleet Maintenance Branch.  This position reports to the Supervisor of Maintenance and Equipment. 
 

Note: May be required to work varying day, evening and weekend shifts. Evening shifts are subject to a $1.00/Hour shift differential and Sunday shall be paid at the rate of time and a quarter.

Duties & Responsibilities

  • Performs maintenance and overhauls bus engines, transmissions, differentials, brakes, suspension, steering, HVAC and all auxiliary equipment, including electrical components.
  • Assists in determining and ordering parts and materials necessary for repair of equipment.
  • Diagnoses mechanical and electrical defects.
  • Performs Highway Traffic Board safety inspections and related repairs.
  • Performs related duties as required.

Knowledge, Skills & Abilities

  • Considerable knowledge of the practices, methods, tools and equipment used in the overhauling, repair and maintenance of heavy duty and automotive equipment.
  • Ability to follow written and oral instructions.
  • Ability to read and understand mechanical and electrical drawings and manuals.
  • Ability to prepare concise reports related to all work performed.
  • Ability to maintain co-operative and harmonious working relations with other employees.
  • Demonstrated skill in diagnosing mechanical defects on a variety of equipment.

Education & Experience

Typically, the knowledge, skills and abilities required for this position are obtained through completion of a Journeyperson Certificate in Truck and Transport Trade, Heavy Duty Mechanics, Agriculture Machinery Technician or Automotive Service Technician, combined with a minimum of two (2) years of experience in truck and transport mechanical repair including training and experience in the heavy-duty automatic transmission and automotive electrical fields. Training and experience in Allison Automatic and ZF Transmissions, Automotive Electrical systems, and Cummins diesel engines is preferred.

Working/Other Conditions

Must have or be able to obtain a Class 5A License.
