PURPOSE OF THE POSITION:

You will assist the General Foreman with the planning, scheduling and assignment of manpower to specific jobs within the Shop/Yard and Line Point environments ensuring that all repairs and/or servicing are performed in a safe and efficient manner, in accordance with Company, Association of American Railroad and Transport Canada regulations.

 

POSITION ACCOUNTABILITIES:

  • Conduct job briefings, end of shift briefings, safety meetings and activities, ensuring that safety rules, procedures and policies are adhered to through efficiency testing and safety tracking document

  • Correct and document safety incidents, safety hazards/concerns, investigates for corrective actions to the various departments, involving the Mechanical Manager and Health and Safety Committee in the prescribed timelines

  • Support, communicate and deliver to key performance indicators.  Leads to ensure all direct reports have an understanding of the business objectives, as well as the role they are all accountable for

  • Communicate and interact regularly with management within field operations to ensure locomotive repair and train servicing is meeting the expectations of internal and external customers

  • Ensure that there is the appropriate level of stock/material and is responsible for ordering within prescribed limits through the SAP system.  Supports all expenditure reduction initiatives

  • Maintain communication and fosters positive working relationships with local union officials. Ensures the collective agreement is understood and managed as it is written

  • Support and participate in continuous improvement initiatives to improve productivity and effectiveness of the operation.  Support Lean Philosophy and Principals

  • Ensure locomotive bad order repair, cycle time, dwell time, productivity and key metrics are met including inventory management for all locomotives on the territory.  Coordinate with Field Operations to ensure Local Service Operating Plan (LSOP) targets are met.

  • Direct road repair on the territory to meet 24 hour repair cycle time

  • Ensure repairs and train servicing are in compliance with AAR, Transport Canada standards and CPKC policies

  • Support mechanical forces at train incidents within their jurisdiction adhering to the guidelines of the Emergency Response Plan

  • Communicate and interact regularly with local/external counterparts

  • Work directly with employees in the shop & yard environments to establish self-managed work teams and provides guidance and support to employees to bring about the vision of an empowered and engaged workforce

 

POSITION REQUIREMENTS:

  • Must possess a minimum of a High school diploma or mechanical trade certification

  • Proficient knowledge of railway operations (road, yard, locomotive, mechanical)

  • Working knowledge of CPKC systems (CIM, TYES, YOP, Nexus, ITM, SAP and Wreck Estimator)

  • Microsoft Outlook, Word, Power Point and Excel

  • Knowledge of collective agreement/non- union policies

  • Strong mechanical aptitude

  • Must be able to work with vast array of employees and be adaptable

  • Must be able to work under pressure and adapt to change
  • Able to drill down, understand root cause and resolve complex issues

Main Purpose and Function

Engineering Services contributes to the overall City purpose by providing many services and public works facilities. These range from such fundamental services as water supply, sewerage, drainage, refuse removal, street access, and lighting, to regulatory functions such as traffic control, parking enforcement, transportation planning, and preservation of utility and communication corridors.

 

Specific Duties and Responsibilities

The Spare Driver in Collections is assigned to Automated/Semi-Automated Truck Driver work to collect curbside garbage and green bin material. Drivers are assigned to established routes/beats throughout the city and must be able to operate safely while providing excellent customer service to residents. Drivers are expected to exit the truck to tag or pick up knocked-over totes and be courteous and professional when sharing the lane with other drivers and service providers. When not assigned to curbside collection, Spare Drivers may be assigned to other Sanitation Services Branch specific work.

 

The Sanitation Services Branch functions 365 days/year, applicants must be willing and able to work shift work if operationally required. The Collections shift is from 7:00 am to 3:30 pm, Monday to Friday. Please note that training may be scheduled on weekends. Successful applicants’ availability must meet Branch expectations in order to continue employment with the Branch.

 

Functional and or physical assessment related to the bona fide position requirements may be required.

 

Qualifications

Education and Experience:

  • Up to completion of high school and some laboring and truck driving experience.

 

Knowledge, Skills and Abilities:

  • Previous waste collection experience is desirable. Some knowledge of collections and/or recycling.
  • Knowledge of safe work procedures.
  • Sound knowledge of the tools, material and equipment used in the work.
  • Some knowledge of the functions of the branch concerned and the established practices in carrying out the work.
  • Ability to exercise some independence of judgment and action in the routine or simple aspects of the work.
  • Ability to courteously answer questions and respectfully deal with the public.
  • Skill in the use of a variety of tools and equipment.
  • Sufficient physical strength, stamina and coordination to perform heavy physical labour.
  • Ability to lift, push and pull heavy objects.
  • Ability to walk or stand continuously with frequent bending or twisting.
  • Ability to work close to moving machinery and in high traffic areas
  • Ability to work outside in all weather conditions, and on uneven surfaces

Driver’s License and Record Checks:

  • A current and valid Class 3 BC Driver’s License with Air Brakes or higher and a Satisfactory National Safety Code driving record

How You’ll Help: 

  • Provide administrative support to the managers and office staff team and ensure that administrative matters are organized and dealt with in a professional manner. Establish and maintain files and records.  
  • Answer phone calls and email enquiries and relay calls and messages to appropriate managers and employees; attend meetings, take notes, and follow up on decisions within area of responsibility 
  • Order office supplies and maintain inventory for the terminal 
  • Welcome clients; ascertain nature of business and direct clients to appropriate managers and employees 
  • Redirect documents intra- and inter-terminal as well as to customers as needed 
  • Manifest and arrange appointments via fax, email, and telephone. Call customers regarding appointment change, status, rescheduling, and issues regarding appointment. Schedule driver appointments. Update system with appointment information.  
  • Prepare manifests for trucks crossing from Canada to US border and vice versa 
  • Verify the weight for all LTL loads, load trailers, ensuring that the number of boxes/ shipments, weight and dangerous goods information is correct and complete 
  • Input pick up BOL’s and update POD’s. Upload and edit EDI files. Input skeleton bills into the system ensuring that all critical information is input, enter comments regarding damages, shortages and ensure required signatures are present 
  • Track and update system information on shipments for agent delivery. 
  • Assist drivers with preliminary paperwork information such a bill of lading, trip envelops and border crossing procedures 
  • Broker payroll processing including the inputting of City Drivers payroll in the terminal; confirmation of information provided by brokers and data entry for the terminal; providing brokers with invoice copies; and fielding inquiries as to payroll discrepancies. 
  • Reporting: POD reports – following up on PODs Make sure PODs are imaged. Missed appointment report following up with customers if freight not delivering. 
  • Mentor and train office staff in procedures and in use of current software 
  • Dispatch some night runs/shifts 
  • Other related duties as may be required 

Your Skills and Experience: 

  • Minimum of secondary education, with preference of post-secondary education (general stream), or a combination of education and experience. 
  • Previous Transportation or operational experience is preferred, various roles within transportation would be beneficial. 
  • Communication skills - advanced 
  • Computer skills – accuracy, Truck mate MS products, AS400, web based programs
