JOB SUMMARY

Road Safety & Traffic Investigations is responsible for coordinating and directing traffic investigations, collecting, analyzing and processing traffic field data, and developing procedures to enhance safety for drivers and pedestrians through the continuous review of evolving traffic and collision patterns and the timely revision of speed limits and upgraded traffic control devices. The unit manages the implementation, monitoring, assessment, refinement and development of installation criteria for traffic control devices and safety initiatives such as the Community Safety Zone Program and Adult Crossing Guard Program to maximize their effectiveness, and is responsible for the investigation of fatal collisions to determine the role of the road and its infrastructure in the cause or severity of those collisions.

You carry out investigations of complaints and requests concerning traffic safety, congestion, parking and vehicular conflict problems.  You conduct traffic field investigations and collect, summarize and verify pertinent traffic data by conducting appropriate traffic surveys (speed and delay surveys, traffic volume counts, visibility sight distance surveys, parking usage surveys and other specialized observance surveys as required).  You also prepare sketches, take photographs and field measurements of problem locations, interview complainants and other involved parties for additional information, and submit completed traffic assessment assignments to a Traffic Assessment Specialist for review and approval.

EDUCATION AND EXPERIENCE

Completion of 2 year technical diploma in Civil Engineering Technology or other engineering related course

Minimum of 3 years of experience in traffic investigations, traffic operations and transportation engineering or an equivalent transportation related field.

The Wastewater Collection Branch is responsible for the operation and maintenance of the City’s Wastewater Collection infrastructure and systems including communal wastewater treatment facilities and wastewater system, and oversees the Sewer Use Program.

Under delegated authority, you are responsible for all phases of project delivery from project inception through tendering/consultant selection/award, assembling of project teams, project implementation, monitoring, tracking and reporting on project status, vetting all project expenditures, and presenting completed results. Once the capital project is complete, you are responsible for ongoing monitoring relative to lifecycle maintenance or for overseeing the transition/turnover to the operational support team.

You direct the implementation of project strategies and project work, and manage the financial and human resources related/assigned to the project. You also participate in the hiring of internal and external consultants by preparing the Request for Proposal and/or Statement of Work.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering, Architecture, Public Administration, Business Administration, Management Information Systems or related field which includes a concentration in project planning and management.

Minimum of 7 years of progressively responsible experience in the management of complex transportation-related projects, business analysis, and project/policy development, including directly related experience managing project human resources, including external consultants, and working with project budgets/financial processes.
 

CERTIFICATIONS AND LICENCES

Project Management Professional (PMP) or equivalent

KNOWLEDGE

  • Knowledge of the issues/principles involved in the provision of large IT projects, knowledge of transit operations and trends
  • Will need to understand how various transit operating processes and customer/vehicle data collection systems/processes impact transit planning, transit operations, transit revenue, and client service processes
  • Possess an understanding of asset acquisition/lifecycle management of major transit assets, programs and processes ( e.g. IT systems, automated systems, messaging/communications systems, lifecycle planning, construction/renovation of major capital assets)

Waste Collections is responsible for residential waste collection programs and services (including garbage, recycling, organics, and yard and leaf waste) for the two collection zones awarded to the City (currently totalling 114,119 homes).

Operations Worker II - Collections Spare Driver Contract Job

Main Purpose and Function

Engineering Services contributes to the overall City purpose by providing many services and public works facilities. These range from such fundamental services as water supply, sewerage, drainage, refuse removal, street access, and lighting, to regulatory functions such as traffic control, parking enforcement, transportation planning, and preservation of utility and communication corridors.

 

Specific Duties and Responsibilities

The Spare Driver in Collections is assigned to Automated/Semi-Automated Truck Driver work to collect curbside garbage and green bin material. Drivers are assigned to established routes/beats throughout the city and must be able to operate safely while providing excellent customer service to residents. Drivers are expected to exit the truck to tag or pick up knocked-over totes and be courteous and professional when sharing the lane with other drivers and service providers. When not assigned to curbside collection, Spare Drivers may be assigned to other Sanitation Services Branch specific work.

 

The Sanitation Services Branch functions 365 days/year, applicants must be willing and able to work shift work if operationally required. The Collections shift is from 7:00 am to 3:30 pm, Monday to Friday. Please note that training may be scheduled on weekends. Successful applicants’ availability must meet Branch expectations in order to continue employment with the Branch.

 

Functional and or physical assessment related to the bona fide position requirements may be required.

 

Qualifications

Education and Experience:

  • Up to completion of high school and some laboring and truck driving experience.

 

Knowledge, Skills and Abilities:

  • Previous waste collection experience is desirable. Some knowledge of collections and/or recycling.

  • Sound knowledge of the tools, material and equipment used in the work.
  • Some knowledge of the functions of the branch concerned and the established practices in carrying out the work.
