JOB SUMMARY


Rail Operations manages the delivery of diesel and electric rail services, including management of the thirty-year P3 contract with the Rideau Transit Maintenance Group for the rail maintenance contract for the LRT system, ensuring safe and reliable operations that meet service standards, comply with all regulatory safety and operating requirements, and provide a safe, reliable, efficient, effective, on time, courteous and cost-effective rail service to a growing and diverse City of Ottawa.
 

You are responsible to monitor, measure, audit and review the performance of the rail systems, civil infrastructure, track, and supporting infrastructure on OC Transpo’s rail networks. You manage the production of quality metrics to measure the soundness of the performance, asset conditions, and compliance with system engineering processes; provide a single point of contact for all technical issues and concerns; track, trend, and analyse reliability in relation to track availability, including reliability issues for all infrastructure assets; oversee and provide direction and comments to system expansions; complete technical analysis of rail system failure modes; and lead rail capital improvement projects.
 

In addition, you provide technical support and design input during the procurement specification(s) as required, including the tender phase for upgrades and new installations; are responsible for the technical review of design submissions and responses; assist with the tracking and monitoring of track and track related quality issues during any  procurement stage or during maintenance phases; assist with investigations in relation to systems operations and track infrastructure issues; complete root cause analyses for system or sub-system failures/issues; undertake technical report writing; manage the development and delivery of rail and infrastructure lifecycle & safety programs; plus provide support to Transit Operations during major operational events.
 

You also participate on technical committees and lead project teams including provide engineering expertise to discuss and resolve issues on projects internal and external to the department which may impact or affect the operational requirements of the Transportation Services Department.

EDUCATION AND EXPERIENCE


Completion of 4 year university degree in Applied Science or Engineering in Civil, Mechanical, or Systems Engineering
 

Minimum of 7 years of experience in railway or mass transit sectors relating to track infrastructure engineering, maintenance and operation, testing and commissioning, overhaul planning, life cycle planning, and reliability improvement programs for new and existing rail systems with experience in transit and rail control/power control systems, railway related integrated control system and track system engineering and system integration

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

KNOWLEDGE

  • A working knowledge of passenger railroad / transit operations railway industry procedures and practices with a focus on urban transit systems and track infrastructure. 
  • A railway specific discipline in track, track bed, civil and structures, power, signaling, telecommunications
  • Development lifecycle and lifecycle products in relation to track infrastructure
  • Systems architecture/interface modeling
  • Behavioural/operational concept/RAMS modeling
  • Life cost modeling
  • Risk assessment (both technical and project)
  • Project management techniques and practices associated with the planning, documentation and monitoring of systems engineering activities

  • Knowledge of rail systems including vehicle, signals, communications, electrification, building systems, and operations is an asset

The mandate of Water Services is to provide treatment and distribution of a sustainable supply of high-quality drinking water and is committed to protecting the environment by collecting and treating wastewater for the health and prosperity of Ottawa. 

You are responsible for planned, unplanned and emergency inspection, testing, installation, maintenance, troubleshooting and/or repair of process mechanical systems and equipment within Water Services’ water treatment, supply and storage facilities (including the Water Purification Plants, pumping stations, reservoirs, elevated tanks, metering facilities and well treatment systems) or wastewater treatment and collection facilities (including Wastewater treatment plant, remote pumping stations, odour control facilities, regulators, lagoons, valve chambers, storage tanks). 

These duties are carried out in an industrial, production, regulated and quality focused environment and, as such, must be completed in consideration of and in close coordination with other engineering, skilled trade and maintenance staff in the Branch.

As a licensed water treatment, wastewater treatment and/or wastewater collection system operator, you are also responsible for operating various pieces of process equipment (in Drinking Water this spans water treatment, distribution and supply process equipment and in Wastewater this spans wastewater treatment and collection process equipment) and/or adjusting various water or wastewater treatment system process parameters, after prior consultation with and in close coordination with other licensed operating staff in the Branch.

Note these systems and equipment include, but are not limited to:  process chemical feed, metering, piping and storage systems (e.g. sulphuric acid, sodium hypochlorite, aluminium sulphate, sodium silicate, sodium bisulphite, sodium hydroxide, potassium permanganate, hydrofluorosilicic acid, aqueous ammonia, etc.), raw water, treated drinking water, effluent water and sanitary sewage screening, processing, metering, piping, pumping and valve systems (fractional horsepower to several thousand horsepower, 6mm to 2450m dia or 4500mm x 3600mm), sludge collection, transfer and mixing systems, pressure and flow control valves, crane, rigging and hoisting systems (up to 5 tons), pumps, blowers, motors, engines, compressors, vacuum systems, gear boxes, clutches, turbines and centrifuges (fractional horsepower to several thousand horsepower). The equipment may or may not be drained, evacuated or energized, during the work, and is located in a variety of locations including chemical feed and storage areas, electrical equipment rooms, machine rooms, generator rooms, pump rooms, valve rooms and chambers, confined spaces, elevated tanks, above and below grade chambers, tanks and reservoirs, outdoor power substations, office areas, etc.

EDUCATION AND EXPERIENCE

Completion of Industrial Millwright apprenticeship program of 8000 hours 

Minimum of 5 years of experience as a licensed Industrial Millwright in a combination of both process-dependant industries and construction services including demonstrated experience in the maintenance, troubleshooting and repair of industrial and process mechanical equipment and the installation, construction and commissioning of process mechanical and chemical feed systems.

Responsibilities

  • Conduct qualitative and quantitative testing of beverages, syrups, and raw materials throughout the entire production process.

  • Understand, monitor and act accordingly to support : ISO-GFSI compliance regulatory requirements, Food Safety and Quality programs as implemented by the company. This individual has the authority and responsibility to stop production should the product be out of specification and or observed food safety or compliance breach.
  • Conduct package quality inspection and quality audit and isolate product that does not meet standards.
  • Standardize and calibrate laboratory equipment, troubleshoot systems, equipment and processes for the department.
  • Pursue excellente; continuously develop technical and personal skills to achieve plant-wide world class manufacturing environment.
  • Supposrt production by utilizing time management is to limit facility downtime and ensure only the highest quality finished good is produced.
  • Analyze syrup beverage and/or water attributes.
  • Audit container rinsers, air blowers, filters, and coders to ensure proper operations.

Qualifications
