Main Purpose and Function
Known as the “living room of the Downtown Eastside,” Carnegie Centre offers educational, recreational, cultural and social programming for the benefit of low income people of the Downtown Eastside.
The Security Attendant I is a front line position with primary responsibilities in relationship building with community members, and Centre safety, security, access control and incident response and reporting. Security Attendants work to ensure that the Centre is safe, welcoming and inclusive spaces for the public and staff. Violence prevention is a priority at the Centre. Security Attendants are expected to use defusing/de-escalating skills when responding to all volatile situations. Physical intervention is always a last resort.
Specific Duties/Responsibilities
- Monitoring entrances and facilitating access control of the facilities;
- Monitoring and upholding the Centre’s Cod of Conduct and standards of behaviour are being observed;
- Making regular patrols of the building;
- Providing support in the event of an emergency including first aid and overdose response;
- Understanding the needs of and assisting patrons in a supportive manner by providing information and making referrals on the services and activities provided by the Centre and other community partners;
- Assisting with front desk clerical activities such as answering phones, distributing mail, simple data entry when needed;
- Communicating information to other staff by way of log entries, incident reports and emails;
- Communicating effectively using a two-way radio;
- Maintaining health and safety standards;
- Receiving routine deliveries;
- Ability to understand and uphold occupational health and safety policies and procedures
- Performing janitorial and other duties as required.
Minimum Qualification Requirements
Education and Experience:
- Completion of Grade 10 (Grade 12 preferred);
- Knowledge of the Downtown Eastside community, local agencies, and services;
- Considerable knowledge of the Carnegie Community Centre’s rules, services and operations
- Experience working in a community, social service or health care environment would be an asset
- Occupational First Aid Level I certification or the ability to obtain one would be an asset
- Fluency in a second language would be an asset
Knowledge, Skills and Abilities:
- Considerable knowledge of the Downtown Eastside, agencies, services and resources
- Considerable knowledge and understanding of addictions, mental illness, conflict resolution and violence prevention
- Proven ability to establish and maintain effective working relationships
- Proven ability to communicate effectively orally and in writing, including writing incident reports
- Proven ability to work with minimal supervision

Main Purpose and Function

Specific Duties and Responsibilities
- Cleans spaces inside civic buildings; including but not limited to offices, meeting rooms, common spaces, bathrooms, kitchens, change rooms, steam rooms, gymnasiums, pre-schools
- Mops, washes, waxes and buffs floors and vacuums carpeted flooring
- Washes and sanitizes washroom floors, toilets, toilet seats, hand dryers and fixtures
- Cleans mirrors, windows, window coverings, and glass
- Washes walls, doors, hardware and glass
- Cleans public entrances and exits including but not limited to glass, doors and hardware
- Cleans exterior grounds, spaces, parking lots and stairways

Qualifications
Education and Experience:
- Completion of a recognized certification program in building services work and some related experience
- Experience performing a variety of routine manual tasks in care, cleaning and general maintenance of buildings
- Experience operating and using janitorial tools, equipment and supplies
Knowledge, Skills and Abilities:
- Working knowledge of materials, tools, methods, safety practices and equipment used in janitorial and maintenance work
- Ability to arrange an effective work schedule under minimum direct instruction
- Good health and strength sufficient to perform a variety of routine manual tasks in care, cleaning and general maintenance of buildings

Main Purpose and Function
The Executive Assistant (EA) to the CFO/General Manager of Finance and Supply Chain Management (FSC) is responsible for an extensive range of administrative services supporting the GM as well as administrative activities in support of the overall business unit.
The wide range of administrative services include handling a complex calendar, scheduling and prioritizing meetings with internal and external senior executives and staff in the City, organizing meetings and arranging for logistics, securing and preparing agenda items for the FRS Leadership and all-hands meetings, drafting and handling correspondence, re-directing internal enquiries when the GM is away or unavailable and coordinating administrative activities in the GM’s office.
The EA in this position attends FRS leadership meetings, noting action items and following-through on them, handles the flow of correspondence in the office of the GM, manages the department’s plan for council reports throughout the year, facilitates the approvals of council summary forms, coordinates the updates on Internal Audit items, coordinates SAP licenses and vendor accounts, oversees and tracks the new employee safety orientations across the business unit to ensure that these are promptly conducted, and coordinates the attendance management reporting for the managers. The EA also handles the travel arrangements of the GM, and the purchasing card online review of the GM and direct reports as well as other administrative activities.
The position interacts with senior managers within FSC, the City Leadership Team of the City and their assistants and sometimes with the external executives and their assistants. This position acts as an advisor across the Administrative Assistant roles in the FSC departments, and ensuring subject matter expertise for areas such as Time entry, purchasing, document filing, and other administrative tasks. The position may provide support to other areas of FSC as required.
The incumbent also leads special projects within the FSC Group. These projects include the roll-out of new city-wide processes and procedures within the department, and other City projects implemented at the department level.
The Executive Assistant, as required by the GM, may participate in special events contributing toward the strengthening of team-work in the business unit.
Duties and Responsibilities
- Handles the complex calendar of the GM, scheduling meetings, making decisions on meeting priorities and working with the City Managers’ office, other EAs and staff to arrange them.
- Supports meeting scheduling for other teams as required.
- Organizes and sets up leadership, all-staff, and other major meetings, arranging logistics for the venue, securing agenda items, presentation slides, scheduling presenters, taking minutes and following up on action items.
- Prepares meeting information materials for the GM in advance of the leadership and all-hands meetings.
- Manages the flow of correspondence and documents received by the office of the GM.
- Reviews travel and training and purchasing card submissions for compliance with policies.

Minimum Qualification Requirements
Education and Experience:
- University degree or an equivalent combination of education, training and experience supplemented by coursework in SAP, MS Outlook, MS suite of tools including Word, Excel PowerPoint, and Visio.
- Minimum of 5 years’ experience as an Executive Assistant or Executive Administrator supporting senior level management required

The Security Coordinator assists in leading, developing, implementing, coordinating, decommissioning, and evaluating the operations of The Gathering Place Security Team. Specific Duties and Responsibilities
The Security Coordinator is responsible for:
Supervising and Leading Staff
- Under the guidance of the Operations Manager, participates in recruiting, selecting, hiring, training and evaluating staff who report to this position.
- Supervises the work of security staff including guidance, coaching and feedback to support their success.
- Establishes and practices appropriate professional boundaries in the Centre – with and between staff, volunteers and the community.
- Identifies gaps and organizes staff training and development to maintain appropriate professional standards of service delivery.
- Stays up to date on best practices in security, conflict de-escalation, mental health awareness, and cultural competency.
Health and Safety
- Ensures the occupational health and safety of staff, as per the City of Vancouver OH&S Program Manual and BC’s Occupational Health and Safety Regulations.
- Ensures compliance with WCB regulations and addressing areas of concerns in a timely manner.
- Ensure that safety measures are followed to prevent accidents and assist in situations that may involve minor injuries (e.g., directing people to first aid supplies or staff).
Administration
- Monitors budget for security staffing, materials and supplies, and training. Recommends corrective action and outcomes as required to manage within budgets.
- Maintains the incident reporting database (Resolver) including analyzing data, trends, and information to inform security operations.
- Disseminates information appropriately among stakeholders to endorse knowledge transfers occur effectively and regularly.
- Provides detailed incident reports to management, including any ongoing safety concerns or patterns of behavior that need addressing.
- Ensures all security systems, such as alarms, locks, and surveillance cameras, are functioning properly.
- Schedules security staff with support from the Operations Manager.
- Coordinates with emergency services, including Vancouver Police Department, Vancouver Fire & Rescue Service, and Ambulance as needed.
Policies and Procedures
- Works collaboratively with the Operations Manager in developing, implementing, and evaluating Centre policies and procedures in order to meet goals of a safe and secure environment based on Centre and City of Vancouver values, and ensures staff understand and are appropriately trained on policies and procedures.
- Reviews and makes recommendations for adapting policies and procedure as needed, to coordinate the security operations effectively.
- Provides support and oversight to the security staff in enforcing policies.
Risk Management
- Participates in the development and implementation of plans and procedures for the security operations to ensure the safety and security of the staff, patrons and facility, in conjunction with the Operations Manager.
- Works with the Operations Manager to balance operational requirements with risk reduction strategies, working to mitigate risk.
- Intervenes and investigates violent and critical incidents. Documenting and reporting on outcomes.
- Quickly, effectively, and efficiently responds to incidents of concern, including incidents of verbal abuse and threats, aggression, and violence.
- Displays professionalism and model respectful behavior to patrons, setting the tone for a respectful and peaceful environment.
- Monitors the overall atmosphere of the Center, noting any signs of agitation, intoxication, or other behaviors that could pose risks to safety.
- Continuously monitors the facility through surveillance cameras, on-site presence, or walk-throughs to detect any potential safety hazards or disturbances.
Community Relationships
- Participates in internal and external committees or work groups for the development of programs related to community safety issues; participates in neighbourhood outreach activities; and follows up on security related complaints.
- Understands the needs of and assists patrons in a supportive manner by providing information and making referrals on the services and activities provided by the Centre and other community partners; Mediates any disputes or conflicts that may arise between patrons or between patrons and staff.
- Regularly meets with patrons and community members to discuss any service suspensions, access restrictions, appeals, and/or complaints.
- Builds relationships with local law enforcement and emergency services to ensure effective collaboration when needed.

Qualifications
Education and Experience:
- Completion of Grade 12, supplemented by courses in social sciences or related field, plus considerable related experience, or an equivalent combination of training and experience.
- Security and violence prevention experience in a similar environment
- Preferred education includes: Non Violent Crisis Intervention, Mental Health First Aid, Overdose Response and Basic or Advanced Security training
Knowledge, Skills and Abilities:
- Thorough knowledge of security policies, techniques, principles, standards and requirements as they relate to the work performed.
- Ability to handle confidential and sensitive information with a high degree of discretion and impartiality

Engineering Services contributes to the overall City purpose by providing many services and public works facilities. These ranges from such fundamental services as water supply, sewerage, drainage, refuse removal, street access, and lighting, to regulatory functions such as traffic control, parking enforcement, transportation planning, and preservation of utility and communication corridors.
Specific Duties & Responsibilities
Street Cleaning Operations in the Sanitation Services Branch keeps our City streets, laneways and parks clean. The Operations Worker II drives City vehicles and performs manual labour in the collection of litter, debris and abandoned waste.
Successful applicants' availability must meet Branch expectations in order to continue employment with the Branch. Functional and/or physical assessments related to the bona fide position requirements may be required.
This position is for Afternoon Shift only. Afternoon Shift works four afternoons per week, including weekends. Afternoon Shift operates on a compressed work week that includes a 10-hour shift (10:00am – 8:30pm) scheduled over a 7-day work week. The successful candidates may be required to adjust shifts (Day, Afternoon or Night) as operationally required and in accordance with the Collective Agreement.
The following shifts are currently available and others may be offered according to operational needs:
- Thursday through Sunday, 10:00am-8:30pm
- Friday through Monday, 10:00am-8:30pm
- Saturday through Tuesday, 10:00am-8:30pm
Specific Duties
- Perform manual cleaning with a rake, shovel and leaf blower on assigned maps/beats.
- Tip/empty litter receptacles on streets and in parks on assigned maps/beats.
- Clear lanes of abandoned debris on assigned maps/beats.
- Special events preparation and clean up across the city as assigned.
- Drivers will dump waste material at the Vancouver Transfer Station or designated compactors or dump zones as needed/directed.
- Respond to weather specific events that cause risk to public safety or assets in the event of such things as flooding, snow, ice and storms.
- Document completed work such as pre/post trip vehicle inspections in compliance with Branch policies.
- Accurately record the results of investigations or work completed in the field in response to Service Requestsfrom 311.
- Maintain cleanliness of equipment and vehicles.
- Proper use and storage of equipment and tools.
- Qualified and trained employees are eligible to operate rear-load Garbage Trucks, Sweepers and Flusher equipment at the higher rate specific to the work for the job classification.
- Other duties as assigned.
Qualifications
Education and Experience:
- Up to completion of high school.
- Labouring and semi-skilled experience with small hand tools.
- Driving experience and knowledge of the City of Vancouver roadways.
- Experience operating small pick-up trucks, mid to large size trucks, sweepers, flushers, garbage trucks and/or experience operating a Class 3 vehicle or higher preferred.
Driver’s License and Record Checks:
- A current and valid Class 5 BC Driver’s License or higher with Air Brakes and a Satisfactory National Safety Code driving record is required
- Employees who do not demonstrate a satisfactory driving record will have their application reviewed in more detail
- Candidates must attach the following to be considered:
- Commercial Driving Records Abstract (N Print) for the past 5 years (no more than 14 days prior to this posting)

Main Purpose & Function
This is skilled and semiskilled arboriculture work involving pruning, maintenance, planting and removal of boulevard and park trees. Tree pruning and removal is hazardous work performed with minimum supervision.
Specific Duties & Responsibilities
- The Arborist IA is the lead worker responsible for allocating, checking and reviewing the work of an arboriculture operations crew.
- The successful candidate will respond to enquiries from the general public in the course of carrying out assignments, participate in preparing presentations, public demonstrations and provides on the job training to subordinates in tree care operations.
- The Arborist IA will also be responsible for performing tree pruning operations around energized hydro lines and pruning boulevard and park trees using power saws, and other hand tools. This position would operate an aerial bucket truck and climb boulevard and park trees when required, using ropes and safety harness, operating a chipping machine as required and occasionally carrying out cabling and bracing.
- Additional responsibilities include planting and removing trees as required with using hand tools and mechanized equipment.
- The Arborist IA will have to lift and transplant established trees to accommodate site modifications, identifies diseased trees or trees that are potentially hazardous to public safety, and undertakes emergency control action as required and informs superiors of situations.
Qualifications
Education and Experience:
- Completion of the tenth school grade plus considerable experience in street tree operations and in the operation of a boom truck, or an equivalent combination of training and experience.
- Experience in the use of climbing equipment and rigging techniques, and in planting and transplanting techniques.
- Utility Arborist – Certificate of qualification is required.
- Level I First Aid Certificate is required.
- Pesticide Applicator’s Certificate when required
- Power System Safety Certificate is an asset.
Knowledge, Skills and Abilities:
- Thorough knowledge of arboriculture methods, standards and practices, City and Park Board safety protocols, and arboriculture and utility arboriculture safe work procedures.
- Considerable knowledge of growth habits and maintenance requirements of various tree species.
- Working knowledge of arboriculture pests and diseases, and integrated pest management practices.
- Skill in the use of a variety of power and hand tools used in pruning, planting, removal, cable and bracing, pest control and general tree maintenance
- Skill in the use of safety harness and ropes used in climbing trees.
- Skill in the operation and servicing of equipment used in the work and in the use of tools used in minor servicing and repair tasks.
- Demonstrated ability to perform hazardous climbing and pruning tasks at considerable heights and ability to identify hazardous trees.
- Ability to perform manual tasks under varying weather conditions.
- Ability to identify hazardous and diseased trees and to take emergency remedial action.
- Ability to understand and effectively carry out oral and written instructions with a minimum of supervision.
- Ability to assign, check and review the work of subordinates performing semiskilled and unskilled tasks participate in conducting performance reviews for same.
- Ability to keep records related to work performed.
- Ability to establish and maintain effective working relationships with subordinates.
- Ability to meet the public and answer a variety of questions regarding tree management activities, and participate in preparing presentations and public demonstrations.
Driver’s License and Record Checks:
- A current and valid Class 5 BC Driver’s License or higher and a Satisfactory National Safety Code driving record
- 5 years accumulation of no more than 9 points, not in excess of 3 points per single year

Qualifications
Education and Experience:
- Completion of eleventh school grade preferably with one year experience in a commercial kitchen, catering, or food service operations, including operating a cash register and providing food services to customers and/or other retail work related experience or cooking school training.
Knowledge, Skills and Abilities:
- Working knowledge of concession operations is required
- Working knowledge of sanitation, public health, and kitchen safety standards as applied to the serving, storage, and preparation of food

- Experience working with and training volunteers is an asset
