We are seeking a results-oriented Data Science professional who can support retail, loyalty, and customer analytics. The primary focus of this position is to develop robust machine learning models, perform customer and program analytics, and develop analytical measurement frameworks. The Data Scientist will perform analytics in support of customer engagement, loyalty program optimization, and marketing program efficiency. What you bring

• M.S or PhD, preferably in Statistics/Math/Economics/Computer Science or a related quantitative discipline.

• 3+ years experience developing and implementing data science solutions for retail businesses, or loyalty programs.

• Proficiency in using industry standard programming languages, including Python, R, or SAS.

• 3+ years of experience querying and analyzing large datasets with tools such as SQL, Spark, etc.

• Demonstrated understanding of statistical techniques to programmatically select (and justify) the right approach given specific business problems and data/technology constraints.

• Interpret results, produce reports/outputs and make recommendations for infrastructure/sewer/water/stormwater, design, construction, operation, maintenance and management programs, and environmental engineering.
• Initiate, develop, maintain, and coordinate databases related to infrastructure planning, asset management, operations and preservation, and field inspection.
• Research and evaluate the application of new technologies and industry best practices related to infrastructure/facility planning, engineering, design, construction, asset management, and testing services.
• Direct consultants, contractors, and City crews as required.

Key Qualifications:

• The knowledge, abilities and skills are obtained through the completion of a two (2) year diploma in Environmental/Water Resources Engineering Technology, AND/OR completion of a two (2) year diploma in Mechanical, Civil, Industrial, Electrical, Water Resources, or Environmental Engineering Technology.
• Hold a minimum of two (2) years’ experience in related engineering/technical field/utility.

Key Knowledge

• Applying engineering practices, principles, theories, computations, analyses, and statistics.
• Basic water/sewer/waste infrastructure planning, management, design, materials, operation, construction, maintenance, and preservation.
• Knowledge and experience in spill response, spill investigation, spill cleanups, and remediation.
• Knowledge and demonstrated ability with environmental sampling and monitoring programs and field-testing procedures.
• Drafting and surveying technology practices and techniques.
• Effectively supervise and lead junior staff.
• Inspecting, assessing and troubleshooting mechanical equipment and systems.

Demonstrated Skills

• Strategically planning, coordinating and directing the work of others.
• Developing and working with complex databases.
• Creating tables, charts, and forms, create formulas, create queries and reports, modify, and customize charts and tables, use pivot tables and cross tab queries, and import/export data from various sources and formats using office productivity software such as MS Office (Word, Excel, PowerPoint, and Access).
• Working both independently and as a member of a team on complex tasks.
• Dealing with the public and difficult situations effectively.
• Creating tables and forms, create formulas, create queries and reports, and import/export data from various sources and formats.
• Beginner level skills with GIS and CAD to display data including symbology, create, edit, and query data, modify drawings, relate data, and prepare designs using software such as Arc GIS.
• Updating CAD drawings and conducting routine surveys utilizing GPS and other traditional survey methods.
• Managing time and performing tasks in a well-organized manner.
• Expressing ideas effectively, in oral and written form.

• Acquiring and applying knowledge of City policies and procedures, and legislative and regulatory requirements.

Working/Other Conditions:

• Eligible to register and maintain registration under Technology Professionals Saskatchewan is considered an asset.
• Must possess a valid Class 5 driver's license and have a reliable vehicle available for work usage (a travel allowance is provided).
• Must be able and willing to perform work of a physical nature in all types of plant, field environments and inclement conditions.
• Work may include variable hours which could include early mornings, late evenings, and weekends.
• Will be required to work from variable bases of operation. (i.e. Landfill, Water Supply and/or other designated bases.

• Successful candidate may be required to obtain and provide a satisfactory criminal record check, as per the City of Regina's Criminal Record Check Policy.

• Successful candidate will be required to provide proof of acquired education.
