AREA OF RESPONSIBILITY:

Reporting to the Manager, Fleet, this role provides supervisory leadership to the Fleet Maintenance staff to ensure that maintenance products and services are provided to City user departments, enabling the functional and efficient use of fleet vehicles and equipment.

• Supervise Fleet Services maintenance staff which includes both salaried and unionized positions (mechanics, trades people and apprentices) and outside contractors. As functional supervisor, provide direction and guidance to the Mechanical Forepersons. Establish performance objectives, work assignments, and motivate staff through daily coaching, mentoring and guidance. Ensure a safe, functional and efficient work environment for staff. Accountable for adherence to City policies, legislative requirements and collective agreements. Provide consistent leadership with respect to practices, expectations and a positive working environment fostering development of all staff. Establishes appropriate policies and procedures for the section and ensures these are updated and changed as required to meet service plans and strategic goals. Fosters positive labour relations. Partners with internal and external stakeholders to develop solution based practices and procedures that enhance service delivery. Provides advice to the management on workforce planning, training needs, and compliance initiatives.
• Administer Fleet Services programs related to scheduling of seasonal maintenance, repairs and modifications, replacements and parts purchases. Implement changes to comply with new regulations and policies – both internal City changes and external from government regulators. Maintain fleet communication system (2 way radios).
• Financial accountabilities. Prepare and monitor the operating budget for own area, and contribute to the overall departmental budgeting process. Review parts purchased and sources of supply for the Stores section. Authorize all purchases and approve invoices for payment. Prepare requisitions for various products and services and review tenders or quotes to recommend purchase. Oversee semi-annual physical inventories in the Fleet Stores area.
• Continuous improvement. Respond to user requests for changes and modifications and recommend solutions for optimum asset management. Prepare reports and make recommendations regarding equipment efficiencies and conditions. Investigate best practices and take a proactive approach to ensure that City maintenance programs meet the demands of a changing work environment and provide the most cost-effective solutions. Develop and implement initiatives to improve processes, work environment and culture

 SELECTION CRITERIA:

• Post-secondary diploma or degree in Business Administration, Maintenance Management, Human Resources, Labour Relations or the equivalent experience and education.
• 3 to 5 years fleet experience, with 2 or more years supervisory experience, preferably in a unionized environment
• Strong leadership skills for managing staff
• Knowledgeable in applicable legislation, i.e. Occupational Health & Safety Act, Highway Traffic Act, Employment Standards Act etc.
• Ability to meet deadlines and to prioritize and coordinate work of staff
• Demonstrated interpersonal skills to provide staff direction and customer service
• Computer proficiency in Microsoft Office and PeopleSoft, or similar programs.

Responsibilities

To achieve the Maintenance department and customer operations goals and ensure ongoing equipment (system) reliability through preventative maintenance, breakdown repairs, troubleshooting/analysis and equipment upgrades.

• Perform service and preventive and corrective maintenance on all DC equipment following department procedures and trade best practices, working in a safe and effective manner, and adhering to all safety policies.

• Respond to all equipment breakdowns in a timely manner.

• Maintain accurate repair parts and work records on computerized maintenance system (MAXIMO)

• Perform repairs with minimal supervision, taking responsibility and decision making to oversee that the job is complete within time demands.

• Provide information on equipment and system problems to maintenance supervisor and provide updates as required, seeing job to completion within time requirements.

• Provide accurate repair and troubleshooting information for all work in Maximo: time spent, parts used, failure comments, suggestions for corrective repairs or improvements, etc.

• Provide information on equipment and system problems.

• Demonstrate flexibility when tasks are re-assigned or altered.

• Follow maintenance quality and standard operating procedures as established.

• Train and mentor apprentices in mechanical & job-specific skills

• Other duties as assigned

• Shift:12-hour shift 7p-7a (Sunday-Tuesday)

Qualifications

• Licensed Industrial Mechanic Millwright (Ontario Certificate of Qualification #433A)

• Ability to work at heights up to 100 feet.

• Ability to stand for long periods with occasional laying, stooping, and crouching plus frequent heavy lifting (up to 50 lb)

• Fabrication experience and ability to weld in all positions.

• Demonstrated skills/experience with pneumatics, hydraulics.

• Demonstrated machinery/repair/overhaul & troubleshooting skills with material handling equipment (e.g., conveyors, sorters, AGVs, etc.)

• Demonstrated equipment troubleshooting skills.

• Machine shop experience, rigging experience and 5S experience.

Assets

• Certificate of Apprenticeship (Ontario or Canadian equivalent)

• Experience with automated conveyor systems, Beumer Sorter systems,   Tire Gantry,  and Rite Hite Dock door System

• Health & Safety experience (e.g., safety committee experience)

• Strong skills using MS Office (Excel, Word) or AutoCAD

• Ability to teach/mentor inexperienced trades or apprentices.

• Maximo CMMS experience.

Main Purpose & Function 
The Electrical Technician I will perform detailed technical work including designing, estimating, inspecting, providing technical reviews, ordering materials, developing project scope and coordinating projects related to City's electrical and communication infrastructure and within responsibilities of Traffic, Electrical Operations and Design – Electrical Design department.

The regular work hours for this position are 7:00 AM to 3:00 PM, Monday to Friday. This position is based in National Works Yard, 701 National Avenue. The successful candidate may be required to adjust shifts and change locations as per operational needs.

Specific Duties & Responsibilities

• Develop design solutions (street lighting, traffic signals, power distribution, communication systems etc.) that meet all applicable codes, standards and regulations.
• Conduct site surveys, inspections or technical investigations to collect data for engineering projects.
• Liaison with internal and external customers, other City divisions/departments, electricians, superintendents, civil crews, project coordinators/managers, consultants, various Business Improvement Associations and general public.
• Provide estimates for construction (labor and material) using in-house software.
• Perform development reviews (for off-site scope) and utilities reviews
• Perform night inspections and attend public meetings as required.
• Provide support for Organizational Quality Management (OQM) program compliance activities such as document control, quality control, process improvement and field reviews.
• Review work of draftspersons and other technicians.
• Perform other administrative and technical functions in support of engineering activities as required.

Qualifications

Education and Experience:

• Completion of the twelfth school grade supplemented by either completion of electrical apprenticeship or recognized electrical technician courses/program.
• Considerable experience as an electrical designer or electrical technologist, electrician or any equivalent combination of training and experience.
• Experience in street lighting design and traffic signal design will be considered an asset.
• Knowledge of AutoCAD, AGI32, Word, Excel and ETAP is considered an asset.

Knowledge, Skills and Abilities:

• Knowledge of the Canadian Electrical Code (CEC), City of Vancouver Design Guidelines and Construction Standards, Master Municipal Construction Documents (MMCD), the International Municipal Signal Association (IMSA) specifications and the Uniform Traffic Control Device (UTCD) standards, and the Illuminating Engineering Society (IES) of North America standards and lighting simulation.
• Considerable knowledge of the principles and theory of electricity and electronics and their practical applications.
• Ability to multitask and prioritize work efficiently.
• Ability to estimate labour/material costs for complex projects.
• Ability to prepare, read, and interpret engineering drawings and specifications.
• Ability to direct and supervise the work of subordinates engaged in technical field and office duties.
• Ability to perform research tasks and compile statistical and narrative reports as required.
• Ability to establish and maintain cooperative working relationships with all internal/external stakeholders and the public.
• Ability to enforce rules and regulations with tact.

Driver’s License and Record Checks:

• A current and valid Class 5 BC Driver’s License or higher and a Satisfactory National Safety Code driving record
  • 3 years accumulation of no more than 1 preventable work related driving or equipment operating accident in any single year

As a Trailer Technician at Day & Ross, you will be responsible for repairing and inspecting trailers, and be a key member of our maintenance team. You are responsible for preventative maintenance, pre-inspection maintenance, diagnostics and repairs on the company’s fleet of trailers in accordance with the applicable level of training and apprenticeship. 

How You’ll Help

• Responsible for the maintenance and repair of trailers according to work orders and in keeping with level of training/apprenticeship.
• Maintaining safe shop environment (may include snow removal from the roof, de-icing, washing vehicles, sweeping, etc.
• Work independently to complete diagnostic, service, repair and maintain trailers.
• Maintain and repair trailer bodies, including miscellaneous accessories such as hub caps, decals, reflective tape, painting, etc.
• Document and update Service Supervisor/Service Manager on completion time changes, all findings, work done and potential future service requirements.

Your Skills & Experience: 

• Work experience in the trucking industry.
• Experience in Trailer tire repairs, brakes, suspension, lights, bodywork, etc.
• Prior Lead Hand Experience is an asset. 
• Red Seal journeyperson certification is required.
