The Health & Safety Officer will provide leadership, expertise, and consultation services to management and staff in the Seniors Services and Long-Term Care division (SSLTC), in matters of occupational health and safety by developing effective policy, programs, resources and communications to foster a positive health and safety culture and reduce injury.

 

Major Responsibilities:

 

  • Provides management and staff working in the division expert advice, guidance and consultation on matters related to health and safety.
  • Responsible for implementing corporate health and safety initiatives, in the areas of, occupational health and safety policies, procedures and programs, consistent with all relevant legislation.
  • Leads and provides expert direction on work refusals, critical injury investigations, inspections, and Ministry of Labour, Immigration, Training and Skills Development (MLITSD) orders in conjunction with human resources health and safety staff and joint health and safety representatives where appropriate.
  • Prepares, maintains and submits up to date documentation, as required by the MoLITSD
  • Develops and implements health and safety initiatives for all divisional work locations, through site-specific consultation with the appropriate joint health and safety representatives.
  • Leads relevant divisional Working Groups and supports relevant corporate Working Groups; supports the Joint Occupational Health & Safety Committees (JOHSC) as required
  • Participates in staff investigations when required. 
  • Makes effective recommendations with respect to hiring, work assignments, performance appraisals and disciplinary action.
  • Provides assistance and support to divisional supervisors and managers in accident investigation and documentation to determine the root cause and support the development of preventative measures.
  • Creates and facilitates regular communication for the division that outlines health and safety updates, strategies, trends and successes.
  • Leads the development and facilitation of an annual divisional health and safety day(s) and event(s)
  • Creates, implements and maintains a compliance framework that ensures the division meets all health and safety obligations.
  • Leads health and safety audits for all divisional direct service locations; reports findings and recommends improvements.
  • Initiates, builds and maintains relationships with internal and external partners in order to develop, facilitate and promote occupational health and safety.

Key Qualifications:

 

Your application for the role of Health & Safety Officer must describe your qualifications as they relate to:

 

  1. Post-secondary education or certificate (e.g. Canadian Registered Safety Professionals Certification "CRSP") in Occupational Health & Safety, or an equivalent combination of education and considerable professional experience.
  2. Considerable experience providing consultation, guidance and direction to management and staff regarding compliance, accountability, and best practices relevant to occupational health and safety in a social service or health care unionized environment.
  3. Considerable experience in the development and delivery of health and safety programs and training, including conducting needs assessments.

EDUCATION AND EXPERIENCE

Completion of Master’s degree in health sciences or a related field.

Qualifications

  • Degree - Four (4) years experience, Diploma - Six (6) years of experience as an OHS professional, with loss prevention experience and working knowledge in areas such as process safety management, safety management system development and implementation, incident/injury prevention, hazard identification, qualitative and quantitative risk analysis. Equivalencies with years of experience and education may be considered
  • Canadian Registered Safety Professional (CRSP), Canadian Registered Safety Technician (CRST), National Construction Safety Officer (NCSO), Construction Safety Officer (CSO) would be considered an asset
  • Knowledge of municipalities, municipal governance and unionized environments
  • Knowledge of internal and external audits, the Certificate of Recognition (COR) program, and/or ISO45001 Occupational Health and Safety Standard
  • Experience with Contractor Management is considered an asset for this position.

What You’ll Bring:

  • Grade 12 completion or equivalency 
  • Completion or enrollment in an accredited Occupational Health and Safety certification program

Ottawa Public Health (OPH) is committed to providing services and programs that are diverse and carefully designed to meet the health needs of Ottawa, and not overlook the needs of diverse and marginalized populations while always attempting to reduce barriers to access. 

You are responsible for supporting the implementation and evaluation of the OPH Reconcili-Action plan, and advising on building capacity for meaningful engagement with Indigenous organizations and communities to support population health. You develop and implement a strategic organizational approach to Indigenous cultural safety, including internal education and capacity building activities, and develop an engagement and relationship building strategy with Indigenous organizations and communities. You work within an anti-racism/ anti-oppression framework that acknowledges systemic racism and seeks to ensure fairness and equitable access for everyone.

You provide strategic policy analysis and environmental scanning of new developments, trends and issues in the public health and broader health system as they relate to Indigenous cultural safety and engagement with Indigenous organizations and communities. You keep abreast of initatives that may influence the progression of program objective, including but not limited to: National Inquiry on Missing and Murdered Indigenous Women and Girls (MMIWG) - Calls to Justice; United Nations Declaration on the Rights of Indigenous People(UNDRIP); and, Truth and Reconciliation Calls to Action (TRC) 

EDUCATION AND EXPERIENCE

Completion of a 4-year degree in a relevant discipline including, Indigenous Studies, Social Work, Public Policy, Health Administration, Public Health, Organizational Development, Adult Education or related field

A minimum of 3 years of related experience working with Indigenous organizations and communities. Must have knowledge and lived experience related to Indigenous health. 

KNOWLEDGE

  • Strong understanding of Indigenous perspectives, cultures, and local Indigenous and community groups and agencies.
  • In-depth understanding of current issues affecting Indigenous communities, particularly related to health and public health.
  • Understanding of and experience working with anti-racist, anti-oppressive and culturally safe approaches, and in creating safe and inclusive environments. 
  • Knowledge of and sensitivity to current and emerging issues related to health and wellness of Indigenous peoples (preferably through lived experience) as they pertain to Ottawa Public Health’s mandate. 
  • Knowledge of Indigenous pedagogy and Indigenous worldviews is strongly preferred. 
  • Understanding of Indigenous history, colonization, racism, Truth and Reconciliation Commission Calls to Action, and OCAP® Principles (ownership, control, access and possession). 
  • Knowledge of techniques and methodologies for establishing relationships with Indigenous organizations

EDUCATION:

  • Must hold or be eligible and able to obtain one of the following certifications within Canadian Registered Safety Professional (CRSP); Certified Health and Safety Consultant (CHSC) Certified Disability Management Professional (CDMP).
  • Certified Human Resources Leader (CHRL) is an asset.

 

REQUIRED EXPERIENCE:

  • 5-7 years health and safety experience preferably in both public and unionized environments.
  • 5 years’ experience in a leadership capacity.

               OR Equivalent combination of education and experience may be considered.

 

OTHER SKILLS AND ASSETS:

  • Excellent knowledge of and ability to interpret and apply the Occupational Health & Safety Act (OHSA) and Regulations, Workplace Safety and Insurance Act, Ontario Human Rights Code, collective agreements and related legislation.
  • Additional formal training and/or experience with the treatment, management and prevention of psychological and musculoskeletal injuries and illnesses and/or Ergonomics is preferred.
