As the Financial Analyst in the Business Integration Section of Parks and Roads Service you will lead the monthly, quarterly and annual budget and variance analysis including identifying and proactively connecting key drivers and leading analysis and preparing presentations for various business cases. - Work closely with other departments within the City to ensure that strategic initiatives are achieved
- Perform additional duties as required
Qualifications
- University Degree in Finance, Economics, Business, Accounting or a related discipline
- Minimum 3 years experience in financial analysis, budgeting, job costing, process improvement, financial reporting, benchmarking and preparing presentations for leadership
- Professional designation (CFA, CPA, CGA, CMA, CA), or an MBA would be an asset
- Strong SAP skills with experience in Plant Maintenance and WBS reporting is a requirement of this position
- Ability to understand and relate financial concepts, systems and processes to a large complex organization Interpret and analyse complex errors to ensure problem resolution
- Strong attention to detail and organization skills In depth understanding of budgeting, forecasting, cost allocation methodologies and project accounting/ reporting related to SAP
- Strong working knowledge of accounting principles (PSAB, IFRS, GAAP)
- Significant knowledge of software applications including COBS or equivalent, SAP, Microsoft Office and Google Applications including Excel/Google Sheets, PowerPoint/Google Slides
- High level of analytical and conceptual skills to identify and resolve complex financial problems

This is a professional financial position responsible for leading and maintaining financial controls and process development for the specialized financial needs of the Housing Accelerator Funds (HAF) and other related projects as required.
What will you do?
- Work with the Program Manager of Research & Strategy to clarify Infrastructure Canada and Canada Mortgage and Housing Corporation requirements/expectations and develop a framework based on those parameters
- Lead a study of the financial matrix of development opportunities adjacent to future planned transit
- Assist Land Use Planners in land acquisition strategies, grounded in a sound investment plan, that can be actioned in concert with transit land acquisition strategies
- Develop a financial policy framework, in alignment with City of Edmonton policies, for ensuring these investments are considered together
- Coordinate and facilitate the development and ongoing monitoring of both the operating and capital budget processes, including coordination of resources and information to complete templates (e.g., service packages, program overviews, budget overviews, supplemental adjustments, etc.); develop targets, analyze requests, and work with the Housing Action Team (HAT) to identify needs, complete costing analysis and develop alternate funding strategies

Qualifications

Qualifications
- A recognized accounting certificate
- One (1) year of experience in an office environment

- Contribute to the preparation of year-end financial statements and complete month-end and year-end closing of books, subject to review and approval, including preparing journal entries, analysis and meeting Corporate deadlines
- Provide support in preparing recommendations to Operations pertaining to financial policy and procedure, analysis of cost drivers and identifying potential areas where financial issues may occur
- Work individually and as part of a team on specialized accounting assignments
- Provide technical and professional advice and assistance to department officials in matters pertaining to financial policy and procedure, cost analysis and budget preparation
- Provide cost accounting services to departments in areas of general cost reporting, inventory reconciliation and analysis of complex profit/cost relationships
- Provide support in business case development by generating reports and analysis to develop business case options for decision making by leadership/Council
- Provide support for capital lifecycle management as required
- Assist in the review and analysis of financial systems and initiate various improvements to upgrade the quality of financial and accounting systems
- Continuously improve processes and procedures to meet needs of internal clients alongside organizational and technology changes; champion business process changes on behalf of Financial Services

Qualifications
- Minimum degree from a recognized post secondary institute in a related field
- Professional designation (CPA) is required
- Minimum three (3) years of progressively responsible related accounting experience preferably within the public sector environment, and in roles performing financial analytics. Experience working with operating financial planning and budgeting would be an asset
- Possess strong communication skills to build effective working relationships with business partners and to provide guidance and instruction to peers in the organization
- Requires thorough understanding of general accounting activities (i.e. budgeting, forecasting, financial analysis)
- Significant experience and proficiency in major financial and analytical software systems; a knowledge of the corporate financial system (SAP) and its interrelationship to departmental accounting operations would be an asset
- Ability to think logically and complete work with a high degree of accuracy
- High level of analytical and conceptual skills to identify and resolve complex financial problems
- Compliance with corporate and departmental policies and procedures, generally accepted accounting principles and CICA Handbook recommendations and Public Accounting Standards recommendations
