Specific Duties & Responsibilities

  • The Arborist IA is the lead worker responsible for allocating, checking and reviewing the work of an arboriculture operations crew.

Qualifications

Education and Experience:

  • Completion of the tenth school grade plus considerable experience in street tree operations and in the operation of a boom truck, or an equivalent combination of training and experience.
  • Experience in the use of climbing equipment and rigging techniques, and in planting and transplanting techniques.
  • Utility Arborist – Certificate of qualification is required.

Engineering Assistant II - Landfill Gas Maintenance Technician Full-time Job

Main Purpose and Function

This position is primarily responsible for the efficient operation of the landfill gas control system at the Vancouver Landfill in Delta. More specifically, the position is to maximize gas collection and utilization while at the same time minimizing the risk of landfill fire, emission of greenhouse gases/odours and ensuring the safety of the staff/public. Due care and attention is required at all times during data collection to identify problems and make operational adjustments or minor repairs to minimize the risk of fire/explosion.

 

This position will be based out the Vancouver Landfill in Delta, BC. Regular hours of work are between 7:00am to 3:00pm, Monday through Friday, however there is an after-hours standby and response component to the position that could include working weekends and holidays. This duty is shared between other Engineering Assistants in the Branch. Work location and days/hours may be subject to change in accordance with the Collective Agreement and operational requirements.

 

Specific Duties & Responsibilities

  • Conducting Landfill gas well field monitoring including data logging for the well field, manifolds, and flaring station.
  • Routine maintenance, troubleshooting and calibration of instruments used for monitoring including: Landtec Gem 5000, Draeger Gas Monitors, Trimble devices etc.
  • Installation, operation and maintenance of the landfill gas pneumatic pumping system.
  • Routine field monitoring including liquid levels, temperature probes (permanent and down well), pipeline inspection camera operation and data interpretation, and equipment inspections.
  • Routine and reactive maintenance on all field equipment related to the landfill gas system.
  • Analysing, interpreting, and presenting data to other Engineering Assistants and landfill management staff, including identification of trends or anomalies and recommendations for follow on work
  • Liaising with contractors or other City forces and consultants who provide contracting and professional services with respect to the operation of the system.
  • Landfill gas data management and analysis, using specialized data management software.
  • Reading, reviewing and updating safe operating procedures related to landfill gas tasks.
  • Conducting presentations and tours of the Landfill and/or Landfill Gas system as needed for staff and members of the public.
  • Backfilling for GPS survey technician for minimal periods.
  • Backfilling for other landfill gas technicians during vacation or absence.
  • Participating in the roster for after-hours call out for monitoring the onsite flare station.
  • The incumbent will be responsible to carry out their assignned tasks, determining their own task schedule based on the deadlines.

Qualifications

Education and Experience:

  • Completion of a program in Environmental Protection Technology, Environmental Engineering Technology, Mechanical Engineering Technology, and some experience as an Engineering Assistant I or an equivalent combination of education and experience.
  • Canada Safety Council UTV/ATV Operators Certificate or equivalent is an asset.
  • Experience using handheld measurement equipment is an asset. Examples of equipment include:  Landtec GEM or other landfill gas analyzer with data logging capability, personal gas monitor, and GPS equipment (Trimble or similar).

The Equipment Operator III is responsible for the operation and maintenance of equipment involved with stump grinding. Stump grinding operations is an important and necessary role that supports the continuation of the Urban Forest. Replacement of trees can only be facilitated by preparing sites through stump grinding. Position will report directly to the Superintendent of Urban Forestry and may involve the supervision of two or more subordinates.

 

Specific Duties and Responsibilities

  • Operates and services a large stump grinder. Two units are towable, and the other one is a mounted tow behind.
  • Stump grinding will occur in parks and on streets, citywide.
  • Operator is required to interpret and understand the Call-One packages of information. All work with machinery impacting underground requires a Call-One and an information package identifying underground utilities.
  • Operator will be responsible for completion of VanTree work orders.
  • Position is a physical job, and one that requires shoveling debris from truck, or trailer and/or shovel soil and debris from ground into a truck or trailer.
  • Operator will be required to remove wood debris from sites as part of completion of the stump removal.

Main Purpose and Function

Reporting to the Senior Manager, the Project Manager I will assist in providing full life-cycle project management of complex, inter departmental civil infrastructure projects (streets, water, sewers, green infrastructure, electrical, structures, etc.) with multi-million-dollar budgets.

 

The Project Manager will work collaboratively with multidisciplinary civil consultants, interdepartmentally within Engineering Services, and with other CoV departments such as Law, Planning, Parks, Facilities, Real Estate, Supply Chain Management and Development Services to identify stakeholder and partner requirements and ensure successful planning and implementation of projects. The Project Manager will help shape and advance project and quality management standards across the Department and be responsible for their practical and consistent application in which the role operates.

 

The Project Manager I will work in a matrix environment supporting client business units leading cross functional project teams, which will include Engineers, Engineers-In-Training, Superintendents, Engineering Assistants, and other technical and support roles. They will also work closely with staff third party consultants and/or contractors, key business stakeholders and user representatives to ensure their requirements are well understood and addressed.

 

It is anticipated that the successful applicant will support project management and coordination of several high profile, complex and high-risk civil infrastructure projects ranging between $1M to $50 M. These projects involve numerous internal and external stakeholders, expedited construction timelines, and challenging urban site conditions.

 

Specific Duties and Responsibilities

  • Supports the Senior Project Manager in cross discipline design and construction projects.
  • Plans out the projects in detail, clearly identifying project scope, budget and schedule as well as project risks, project organization and project management approach. Documents the plans in a Project Charter document.
  • Engages with subject matter experts to prepare terms of reference for technical consulting services related to civil engineering design and construction; and complete the tendering and selection process, or work with internal operational forces to deliver the design packages.
  • Coordinates and manages inter-departmental review processes for project design drawings and standards, escalating any identified conflicts as necessary to senior staff for resolution.
  • Executes projects according to the approved Project Charters.
  • Ensures all relevant City Departments are consulted in the process and progress of the project.
  • Assists with management of multiple consultants and contractors.
  • Assists with all relevant local, provincial and federal permit applications.
  • Monitors, forecasts, and reports on project status (cash flows and scheduling).
  • Procures project resources (e.g., design, construction and contract administration services).
  • Project reporting, cost estimating, scheduling and measuring project performance.
  • Applies and contributes to all Engineering Project and EGBC’s Organizational Quality Management principles and requirements, as defined by the Engineering Project Management Office.
  • Develops and implements various project management plans.
  • Assists the project team with presentations, public engagement and meetings with various members of the public, stakeholder community groups, and partners. Facilitates stakeholder inputs to arrive at optimum solutions.
  • Facilitates meetings and regularly reporting on project status to Managers and project Sponsors.

Ensuring that property taxation, utility and other related billing activities arecarried out in accordance with municipal and provincial legislation, and in a timely and accurate manner.
  • Manages collection process and administration of Provincial Home Owner Grant and Deferment programs. Assists in preparing Property Tax Exemption report to Council.
  • Provides Information Technology and software developers department information to facilitate the planning, development, enhancement, testing and implementation of tax-related system processes,the creation and modification of production runs, and the investigation of system technical problemsand enhancement opportunities.
  • Liaises with Information Technology and software developers with mapping changes to the property tax software and planning system changes to incorporate updates and by-laws changes within the City’s land-based property tax, utilities, vacancy tax & Bylaws system software.
  • Participates and provides input in the discussions with other internal and external units in matters related to property taxation that may impact the configuration of systems, processes, billing cycles and schedules to ensure a high level of customer service to the general public.
  • Ensures compliance with directives and legislative requirements as it relates to the billing format design and content; takes the lead role in coordinating the contracted mailing and printing of tax and/orutility billings; monitors related budgeting and is the key relationship manager with service providers.
  • Liaises with various taxing authorities, provincial ministries and agencies including BC Assessment, Land Title Office, Provincial Home Owner Grant and Deferment departments; address and resolve property tax related issues as they arise and identify improve efficiency opportunities.
  • Provides expert knowledge and interpretation regarding property taxation, Assessment Act, Bylaws and the Vancouver Charter; administer taxation policy, ensure efficient systems and processes for thebilling and collection of property taxes, including collection and remittance of levies for Other Taxing Authorities (OTA), billing and collection of Payment In Lieu of Taxes (PILT) according to legislation.
  • Plans and oversees complex processes and policies such as Tax Instalment Prepayment Plan (TIPP) and Mortgage program, by ensuring guidelines are compliant with by-laws, homeowners and external stakeholders and that the proper notifications have occurred (ie. ensuring that the number of property going to tax sale are minimized by ensuring that all taxpayers are contacted in advance and notifying them of the policy).
  • Manages billing system year end processes by creating a schedule and communicating to all stakeholders (including external vendors and within revenue services), and ensuring the accuracy and completeness of tax and utility sub-ledgers and all of the transactions are appropriately reflected in the accounting system, SAP. Producing final reports for management.
  • Plans, schedules, assigns, reviews and supervises the work within the department and functional oversight of the Land Records Coordinator role; assists in the selection, training and evaluation of staff in high volume, complex areas requiring strong technical skills, requiring clear, up-to-date & accurate interpretation of various pieces of legislation.
  • Conducts performance reviews and performance development plans.
  • Establishes, creates, documents and maintains accounts receivable procedures, manuals and business process workflows for initiatives such as providing support to citizens for calculations and proof of mailing.
  • Recommends solutions and implement changes to improve efficiency and internal controls by creating tools for the team (ie audit checks list, customizing reports in SAP). Assists in preparation of the annual operating budget for Revenue Services and monitors expenditures.
  • Liaises with internal and external auditors.
  • Other appropriate duties/responsibilities as assigned.

 

Qualifications
Education and Experience:

  • Post-secondary degree in Business, Commerce or Accounting, or completion of a recognized Accounting designation, plus considerable related experience; or an equivalent combination of training and experience.
  • Experience overseeing accounting and/or tax related systems, processes and internal controls.

 

Knowledge, Skills and Abilities:

  • Expert knowledge of information technology operations related to accounting systems and controls.
  • Excellent knowledge of municipal accounting practices, functions and procedures as they relate to the work performed.
  • Considerable knowledge of the legislation, by-laws, regulations and policies governing the work, along with the ability to translate or interpret content for a non-technical audience.

  • Monitors and updates the Social Policy Grant websites to ensure that they contain up to date and timely information, and liaises with IT Web Services to maintain content.
  • Develops and maintains a Social Policy grant Outlook calendar to ensure that planners are kept informed of all key grant dates, e.g. application deadlines and grant payments.
  • Maintains and manages department mailboxes on regular basis.
  • Organizes all grant meetings, events and workshops from booking venue/conference room, preparation of material, providing supplies, placing catering orders, to clean up.
  • Liaises with the public to answer basic questions related to grant application deadlines and the application process, and forwards more complex inquiries to planners.
  • Takes meeting minutes and transcribes notes for key events such as grant deliberations and other meetings consisting of City staff and/or members of the public; responds to 311 queries in relation to grants.
  • Acts as the primary Departmental Time entry duties, checking staff quotas, maintaining attendance book; producing and filing time entry reports.

Qualifications
Education and Experience:

Completion of 12th Grade including or supplemented by courses in commercial and administration subjects and sound related experience in moderately complex administrative work experience, or equivalent combination of education, training and experience.

 

Knowledge, Skills and Abilities:

  • Thorough knowledge of business English, spelling, punctuation, and business math is required.

The successful applicants will be integral members of a highly skilled team of mechanical technicians performing technical troubleshooting, scheduled preventative maintenance and non-scheduled maintenance. VFRS has a diverse fleet of fire fighting apparatus including Engines, Ladders, Heavy Rescues, Aerial Platforms, Fireboats and Medical Units. VFRS’ fleet also consists of Specialty apparatus for Technical Rescue, Hazardous Materials, Command, Fire Investigations and other support and administration vehicles. Fleet & Equipment Services is responsible for yearly commercial vehicle inspections, pump testing, non-destructive aerial testing and small equipment preventative maintenance. The successful applicants will perform repairs in all fields including electrical diagnostics, engine and transmission computer controls, hydraulics and foam injection systems.

 

Vancouver Fire Rescue Services EVT Mechanics work a four on four off schedule with a rotating on-call schedule to provide support for overnight mechanical breakdowns and respond to major incidents in the City of Vancouver. In recent years, VFRS mechanics have also responded alongside VFRS suppression fire fighters to the devastating wildfires throughout British Columbia.
